Im doing a Resto on a GT4 Carlos sainz Grp A and on strip down i found this pipe blocked off with a nut im sure it for the turbo set up.... Image
marked in red.. Any help on where this should be located to would be appreciated..

I think that goes to the turbo-VSV.
The former owner did that to get the car to boost higher w/o getting fuelcut.

That is the Turbo VSV. You should find the end of the end of the hose that comes from teh actuator and runs past the red hose is also blocked.

Connecting the VSV will allow teh ecu to give you more boost in 3rd,4th & 5th.

By blocking the VSV it allows you to control boost (assuming you install a boost controller) and obtain the same boost in all gears.
