264 profile cams are a higher lift cam compared to stock 205 cams (240/50 something I think) so basically higher lift cams mean that the valves are open for longer.
This allows more mixture on the inlet side and more exhaust gases to escape = more power.

Adjustable pulleys allow you to play around with the ignition timing - advance/retard.

I'm sure someone more technically minded than I will be along to explain better.

Have a read of this article: http://www.howstuffworks.com/camshaft.htm

Pros:
Engine will produce more power at higher revs, meaning more BHP for the same boost.

Cons:
Bottom end torque slightly lower (mainly below turbo boost threshold anyway)
Idle slightly lumpy.
Engine becomes interference if cam belt snaps (assuming cams used also have higher lift)

I'm running HKS 264's in my 185 and find the whole thing feels more responsive and wanting to go - provided you keep the revs up. Trying to pootle up a hill in 5th is a no-no.

Down to personal preferance and what you want from the car.
For spirited driving the cams will make the car feel much more willing.
If you want to be able to trundle along in 5th without dropping a gear or 2 on hills then keep it standard.
Fitting a hybrid turbo will rule out option 2 anyway.
