If you have fitted a second hand charge cooler pump was it a reconditioned item or sourced from a breakers yard?

If the pump is working properly you should see the charge coolant swirling when you rev the engine. If not, then either there is an air lock in the hoses or the pump isn't functioning.

What was wrong with your old pump, noisy?
As mentioned above the fluid level should drop slightly when the pump kicks in.
Any error codes?
