You could get hold of, and complete, a Form V888 form from DVLA.
The request for information would be something like:
"I would like copies of all documentation relating to this car including names/addresses of previous owners".
The reason for requesting the information would be:
"I would like to research the history of my car".
Send them a (small) fee and required proofs of address/identity.

Thanks Muddy, I can direct him that way indeed. I thought someone on here might know more about it, since the plate suggests it has been around/owned by an enthusiast before?
